Lawmakers throughout the U.S. are increasingly interested in shifting more of recycling's financial implications to packaging manufacturers, with many taking a coordinated approach. Groups who want to shift recycling costs away from taxpayers and onto product packaging producers are racing to be the first to pass extended producer responsibility (EPR) laws this year.
